How “street cops take a few thousand dollars from a driver by the side of the road.”

In the United States, the government uses two methods to seize cash or other property. The first, criminal forfeiture, requires that a person be convicted of a crime before his/her property is taken. The second, civil forfeiture, requires neither a conviction nor any proof of wrongdoing. The origins of civil forfeiture are often traced back to the British Navigation Acts, a series of maritime laws created in the mid-17th century. To distinguish between trading vessels, it mandated that all ships importing or exporting goods should bear the British flag; any ship that did not do so -- regardless of whether or not it broke the law -- could be immediately seized.
Between 1985 and 1993, authorities confiscated some $3 billion worth of cash, cars, boats, jets, and real estate under civil forfeiture laws. In the vast majority of these cases, no evidence of wrongdoing was ever required: police officers used their own judgement in seizing property.

Attorney General Eric Holder, on behalf of the Department of Justice, announced that state and local police departments could no longer take advantage of federal civil forfeiture statutes. (Previously, under an “Equitable Sharing” law, states had been permitted to involve federal agents in order to take advantage of federal law and seize property; then, profits would be split between the U.S. government and the state/seizing municipalities.)   “Asset forfeiture remains a critical law enforcement tool when used appropriately — providing unique means to go after criminal and even terrorist organizations,” Holder said in a statement. “This new policy will ensure that these authorities can continue to be used to take the profit out of crime and return assets to victims, while safeguarding civil liberties.”

Attorney General Eric Holder is barring local and state police from using federal law to seize cash, cars and other property without evidence that a crime occurred. The Post's Robert O'Harrow Jr. explains the most sweeping check on police power to confiscate personal property since the seizures began three decades ago. Since 2008, thousands of local and state police agencies have made more than 55,000 seizures of cash and property worth $3 billion under a civil asset forfeiture program at the Justice Department called Equitable Sharing really just plain old theft. The program allowed police departments and drug task forces to keep up to 80 percent of the proceeds of the adopted seizures, with the rest going to federal agencies.

"... these four domains, which sometimes overlap and sometimes don't. But, in any case, it is the interplay between them that points to the outcome and underpins the "situation" in any society and at any point in history.
Today, it seems clear that we only have one of these elites that is "functioning." -- the military elite, who are the ones behind the Patriot Act, the FISA courts, the "702" and the "2015" programs and the Snowden Affair, as well as the *robot-wars* to come.
Clearly, there are no economic, political or ideological elites who can stop what the military has decided to do currently on the scene. Our economics have long been in a every-man-for-themselves (i.e. not elite-driven) condition, which has now broken down with no one holding any "magic bullets" (i.e. working ideas). Our politics have also long been in freefall, likely originating in the Nixon impeachment. Our "ideology" (as Mann calls it or, I would substitute, our"culture") have been locked in a fruitless "culture war" for an equally long time.
Decades of elite dysfunction and incoherence! As many have observed, something akin to "Humpty Dumpty" falling-off-the-wall-occurred in the 1970s and we have completely failed to put him back together again.
I suspect that until we do put our elites back together again -- which, for instance, would require a different "ideology" than the "War on Terror" (which is, after all, just the continuation of the previous Cold War ideologists by the military elite) as well as a different basis for our economic (i.e no more Keynes vs. Hayek) and political (i.e. no more "government" vs. "markets") discussions -- we are likely to continue living under the "un-checked" imperatives of the military elites, which necessarily means a non-stop expansion of weaponized autonomous machines, operating on the "cyber" as well as every other "battlefield."
Without the other elites stopping them, we are now locked into a global ROBOT arms race! This will only benefit the "machines" and cannot turn out well for the *humans* . . . !!
When Mills wrote his classic, the RAND Corporation was staffing with psychologists, economists, sociologists and anthropologists. It was located in Santa Monica in part to be as far away from the centers of *military* power as possible (while noting that SoCal had its Air Force and Navy concentrations.) It was an attempt to put a "brake" on the military elites by including the cultural/economic/political elites in the conversation. We survived. The head of a British government agency that hands out billions of pounds of loans to local authorities has resigned after failing to reveal he was bankrupt, Prime Minister David Cameron's office said on Sunday.

- As of September 2013, the median household income in New York City, according to the US Census, was $50,895.
According to a 2012 report issued by the City Comptroller’s Office, 49 percent of New Yorkers had unaffordable rents — and rent, for half of us, gobbles up more than 30 percent of our income. This month, Forbes magazine ranked New York City the most overpriced metropolis in America.

Over the franchise’s eight-year lifespan, 12 Real Housewives have filed for bankruptcy, one has been evicted on camera, several have battled substance-abuse issues, one couple has pleaded guilty to fraud in federal court, one husband has been indicted for fraud and identity theft, and one husband has committed suicide. What makes it easier for New York City Housewives to fake it, says McCord, is the proximity to fashion designers, publicists, restaurateurs and charity organizers — most of whom are happy to barter free goods for camera time.

High Profile Model Job

And the more high-profile the job, the less a model is paid if she’s paid at all.  “It’s a little-known fact that most designers don’t pay models to walk,”  “They’ll pay in trade: a tank top, or samples from their last collection. Of course, you can’t pay your rent with a tank top.”  To make ends meet, models commonly agree to shoots they’d otherwise never do, or submit to “inappropriate offers.” Club promoters  sidle up to the most naive, offering them free food and drinks while using their presence to boost a nightspot’s profile. Many of these girls have no idea that this underground economy exists. They think these promoters are their friends and it’s a business where relationships and who you’re friends with, or at least who you pretend to be friends with, is very important.” So you have models who need to be friendly with the right designers, and many of these designers can’t afford to pay these models because they’re barely getting by themselves. (Rachel Roy is the latest designer to go out of business, folding two weeks ago. Her ex-husband, former rap mogul Damon Dash, was worth $50 million but is now broke.)

Vickers

Thomas and Albert Vickers 1830 - 1878
Thomas and Albert Vickers were both born in Sheffield, Thomas on 9th July 1833 and Albert on 16th September 1838. Tom and Albert received a technical based education in Sheffield and Germany. In 1867 the firm was incorporated as Vickers, Sons and Co. Ltd., they had formed a partnership with their American agent Ernst Leopold Schiesinger Benzon. The River Don Works in 1873, when Tom became the chairman, employed more than a 1000 men and stretched for nearly a quarter of a mile along the Midland Railway.
In the early 1880's Vickers once again changed direction, this time to armaments. They produced a successful armour plate in 1888 and its first artillery piece in 1890. Albert's vision was to supply not only armour and cannon but a complete selection of weaponry from light machine guns to heavy battleships. This trend was followed by other steel manufactures the Firths; Sir John Brown and Charles Cammell.
In 1884 Albert became the chairman of the newly formed Maxim Gun Co, set up to manufacture the machine gun designed by the American Hiram Maxim.
In 1897 Maxim Nordenfelt Guns & Ammunition Co. Ltd. merged with Vickers, Sons & Co. Ltd., becoming Vickers Sons & Maxim Ltd.
In 1897 Vickers acquired the firm and in the same year they bought the Naval Construction Co. In 1902 they bought a half share in William Beardmore & Co., the armour plate and warship manufactures in Glasgow. In 1906 they took out a similar holding in the Whitehead & Co., the Weymouth and Flume torpedo makers. After 1900 Vickers developed an interest in submarine, aircraft and motor car manufacture.By 1902 the firm had become one of the top ten manufacturing concerns in the country. By 1914 they had set up foreign subsidiaries in Spain; Italy; Japan; Russia and Turkey.
Albert retired from the chairmanship of the company in 1918. Albert married a Bostonian, Helen Horton Gage (d. 1873). They had three children, Almyra (b 1862) Edward (1863-87) and Maud (b. 1865). He was remarried in 1875 to Edith Foster (d.1919). Edith was the daughter of John Foster, of Newhall Grange, Maltby, they had a son, Vincent Cartwright (1879-1939) and two daughters Edith Dorothy (1878-1949) and Izme (b. 1885).
1884 July: Sargent visits Mr. and Mrs. Albert Vickers in Sussex, England. Then Sarget goes to paint The Misses Vickers, daughters of  of Colonel Thomas Vickers, whom he had been commissioned to paint prior to the Salon Paris, at Sheffield England.

I am writing as one who has lived among you in America only a little more than ten years. And I am writing seriously and warningly. Many readers may ask:

"What right has he to speak about things which concern us alone, and which no newcomer should touch?"

I do not think such a standpoint is justified. One who has grown up in an environment takes much for granted. On the other hand, one who has come to this country as a mature person may have a keen eye for everything peculiar and characteristic. I believe he should speak out freely on what he sees and feels, for by so doing he may perhaps prove himself useful.

What soon makes the new arrival devoted to this country is the democratic trait among the people. I am not thinking here so much of the democratic political constitution of this country, however highly it must be praised. I am thinking of the relationship between individual people and of the attitude they maintain toward one another.

In the United States everyone feels assured of his worth as an individual. No one humbles himself before another person or class. Even the great difference in wealth, the superior power of a few, cannot undermine this healthy self-confidence and natural respect for the dignity of one's fellow-man.

There is, however, a somber point in the social outlook of Americans. Their sense of equality and human dignity is mainly limited to men of white skins. Even among these there are prejudices of which I as a Jew am clearly conscious; but they are unimportant in comparison with the attitude of the "Whites" toward their fellow-citizens of darker complexion, particularly toward Negroes. The more I feel an American, the more this situation pains me. I can escape the feeling of complicity in it only by speaking out.

Many a sincere person will answer: "Our attitude towards Negroes is the result of unfavorable experiences which we have had by living side by side with Negroes in this country. They are not our equals in intelligence, sense of responsibility, reliability."

I am firmly convinced that whoever believes this suffers from a fatal misconception. Your ancestors dragged these black people from their homes by force; and in the white man's quest for wealth and an easy life they have been ruthlessly suppressed and exploited, degraded into slavery. The modern prejudice against Negroes is the result of the desire to maintain this unworthy condition.

The ancient Greeks also had slaves. They were not Negroes but white men who had been taken captive in war. There could be no talk of racial differences. And yet Aristotle, one of the great Greek philosophers, declared slaves inferior beings who were justly subdued and deprived of their liberty. It is clear that he was enmeshed in a traditional prejudice from which, despite his extraordinary intellect, he could not free himself.

A large part of our attitude toward things is conditioned by opinions and emotions which we unconsciously absorb as children from our environment. In other words, it is tradition—besides inherited aptitudes and qualities—which makes us what we are. We but rarely reflect how relatively small as compared with the powerful influence of tradition is the influence of our conscious thought upon our conduct and convictions.

It would be foolish to despise tradition. But with our growing self-consciousness and increasing intelligence we must begin to control tradition and assume a critical attitude toward it, if human relations are ever to change for the better. We must try to recognize what in our accepted tradition is damaging to our fate and dignity—and shape our lives accordingly.

I believe that whoever tries to think things through honestly will soon recognize how unworthy and even fatal is the traditional bias against Negroes.

What, however, can the man of good will do to combat this deeply rooted prejudice? He must have the courage to set an example by word and deed, and must watch lest his children become influenced by this racial bias.

I do not believe there is a way in which this deeply entrenched evil can be quickly healed.
But until this goal is reached there is no greater satisfaction for a just and well-meaning person than the knowledge that he has devoted his best energies to the service of the good cause.
